1. Both .tv and .com are top level domain extension. .tv is however more expensive. If your website is majorly about videos or online streaming, then .tv is better. 2. If you want to have a website where you will be uploading videos without using youtube, then you will really need a website with a very high plan. However, to make life easier for you, just create an account on youtube and then upload the videos from youtube. Youtube wil be hosting the videos while people will be watching them on your website. 3. Online tv? Do you mean online live video streaming?
